Mendocino County Council Meeting Minutes

Historically, Mendocino County has functioned with an Executive Committee that held County Council meetings, inviting both youth and adult representatives to attend and discuss program planning decisions.

As noted in the last  few years, it has been a struggle to fill in these governance positions with volunteers, and the program has felt the impact of this. Due to this continuous issue, the Statewide 4-H office has made the decision to no longer accept Executive Committee type volunteer management structures across the state, including ours.

Therefore we are moving into what will now be called Mendocino County 4-H Program Leadership Unit Operating Procedures. How this differs from the previous council structure is that there are no longer any governance positions, but instead, an Administrative Oversight, Expansion and Review and Incentives and Recognition Committees.

In the Administrative Oversight committee, this is composed by both adult volunteers, one being the Finance Manager, senior 4-H youth members and the 4-H personnel.

The Expansion and Review Committee was created to serve to help expand 4-H Youth Development Program opportunities for all youth in the county. This team has the ability to plan and implement outreach programs and provide diversity training annually in partnership with 4-H staff.

The Incentives and Recognition Committee will organize and review the functions of 4-H awards.

The frequency of these program planning meetings is still being discussed and are underway as we are still in the process of sourcing more volunteers and YOUTH (senior members) to fill these committees are underway. We are looking to have our set committees for the upcoming program year starting July 1st.

There will also be ADHOC committees for 4-H events, such as Presentation Day, Fashion Revue, Extravaganza, Record Book Judging, and more.
